NHS Estates Prioritisation
A transparent multi-criteria tool supporting hospital sequencing, acceleration and funding decisions.
At the New Hospital Programme in DHSC, I led the development of a tool to help prioritise hospital schemes for sequencing, acceleration and funding decisions. The challenge was that there were lots of different things that could make one hospital more of a priority than another, so there was no single metric that could answer the question. I used multi-criteria decision analysis and expert elicitation to build a transparent framework, bringing together views from clinicians, NHS estates specialists, regional teams and policy colleagues. Technically, the tool was built in R Shiny, with automated pipelines, Parquet data storage, GitHub version control and quality checks behind it. The final product gave policy teams and senior leaders a consistent way to explore scheme priorities and supported discussions with Directors and Ministers about funding, acceleration and wider estate planning.
